Pit bull attack caught on video in Washington- DAMN IDIOT OWNERS!!!!!!!

RICHLAND -- A woman called Action News to complain about a pit bull problem in her Richland neighborhood.

She says she's been scared for a long time, but this is the last straw.

Neighbors saw a pack of dogs attack one lone animal, and caught it all on tape.

Jessie Jaymes watched in horror as four pit bull terriers ganged up on one.

The video carries on for at least 15 minutes, and there was no way Jessie could have stopped them. "There's no safety, no guarantee they won't get over the fence," Jaymes said.

Once the attack was over, the dog appeared to be lifeless. But the other pit bulls kept dragging it around the yard.

The owner finally got home and found the dog, but it couldn't be saved.

Neighbors called police and they referred the incident to Animal Control.

Both Animal Control and the city told us their hands are tied. They say the fight didn't break any laws, because it happened in the owner's backyard. So they can't deem the dogs dangerous.

Jaymes shakes her head. "I live here and I have to deal with it everyday, and I'm sick of it. I might end up having to move. I don't want to move. I like my house, but it's not worth it if something happens to my dogs or me."

To make matters worse, Jessie is in a wheelchair. She says she's helpless to defend herself or her Cocker Spaniels.

The pit bulls' owner, Carl Martinez, says there is nothing bad about them. He blames the neighbor's dogs for riling up his pack.

Martinez also claims the only reason the attack happened was because he wasn't home. If he had been, he says he would have brought the dogs in.

Neighbors say that's not good enough. Jessie says well before this attack, she sent a complaint to the city of Richland, including a log of barking disturbance complaints.

Animal Control and the city say they're reviewing everything, but for now they view the dog problem as a civil issue.
